Live in an apartment and the main water shutoff for our bathroom is located behind the drywall. There is a cut out for the main taps and both are tightened off, yet a steady stream of only hot water is coming out the bathtub tap. Also we can hear water surging or sounds of the neighbors showering... what gives??
