I have an older Tran outdoor ac unit ( 1985) that started cycling on and off. The compressor still hums but the fan cycles on and off. Sometimes neither run.

Have you had the freon checked lately? Sometimes when they short cycle its because your low on refrigerant. Its to prevent burning up your compressor.
