I just got a 91 Honda civic si and it won't start or turnover. The check engine and oil light stays on. Then I check the ECU and when I turn the car on the LED does not blink or turn off. Any help welcomed. Thanks

You have a major ignition system problem and a won't crank problem.
The ignition system problem is likely a bad ECM. Read sections A and B below to help you troubleshoot your electrical system:
https://www.askmehelpdesk.com/cars-trucks/faq-how-troubleshoot-repair-maintain-honda-civics-46563.html
If the ECM fails the K-Test, replace with a remanufactured unit.
For the won't crank situation:
1. Remove and clean battery cables and terminals.
2. Charge battery.
3. With negative. Battery cable disconnected, clean cable and terminal connections going to the starter solenoid.
4. Reconnect cables and try to start car. If car doesn't crank, replace the solenoid and/or starter.
