Markis, it appears from your photos that this has been retouched. Notice the solid blacks in the hats and the strong colors of the book spines. Could this be a print that someone tried to "freshen up". It's a nice picture, but if there are areas that look retouched at a later time and if it is painted on canvas or a wood panel you might consider having someone (a restorer) clean and remove the later touches. I hope this helps you. I can't tell you the artist's name but if it is an original painting, not a reproduction, you may want to target an appraiser. Jay
