What it looks like is that you got some sort of report from a guardian, arbitrator or other 3rd party at the request of a court and that the wife prevailed.
Basically all that means is that the judge wants the attorney for the winning party to do his work for him and submit an order saying the same thing as the report for the judge's signature, so that the content of the report is binding on the parties.

The wife's attorney has been ordered or volunteered to put a report into a written order to be submitted and entered into court as a final order. Said order must be provided to the husband's attorney as well as the court within 14 days of this ruling being made.
The wife's attorney must prove that s/he sent the order to the husband's attorney - this way, the husband's attorney can't argue that they never received the order in the incident there is an error which needs correcting.
For example: my state has what is called the "five day rule" - Attorney A can submit paperwork to the court and Attorney B under the five day rule. If Attorney B objects to what Attorney A has submitted, it is their job to notify the court of their objection within five days of the submission. If no objection is made, the court will approve the submission from Attorney A.
As the court is actually requiring proof from the wife's attorney that s/he submitted the documents to the husband's attorney, my guess is that one or both of these attorneys are not trusted to do what they say and the court doesn't want to keep playing around with this, so they're requiring proof upfront.
