The R-1 visa is for religious workers who come to the U.S. as members of a religious order to do religious work.

Since such R-1 visa holders are actually working for compensation, and since the R visa is NOT listed as an exempt visa status, In my opinion, the R-1 visa holder is considered to be a visiting worker, and thus liable for all of the taxes that a U.S. citizen pays, to include federal, state and local income taxes, plus FICA (Social Security and Medicare) taxes.
