My dads breaker keeps tripping so I unplugged the compressor and the unit and outside fan stayed on . So my question is what is more likely a dead short in the compressor or a bad relay?

Direct short in the compressor 99 out of a hundred times , but check the breaker and make sure that it is tight on the wire connection, same on the service disconect
