I replaced all of the stems washers and o-rings but water is coming out strong threw the hot and cold stem hitting the back of the handle and running on the floor

You obviously did something wrong. Check your installation.

Tighten bonnet nut.

If you valve is a stem and washer assembly faucet (see image) Then Harold nailed it.
Open a handle until it starts to leak. Now snug up the topmost packing nut until the leak stops, Careful!! don't over tighten.
