When your parental rights are terminted, can you have another baby a year later

One thing has nothing to do with the other. If parental rights were terminated its because of the situation with that child. There are no laws that prevent you from having another child.

That being said, I believe there SHOULD be such laws. Having a child is a huge responsibility. If you had problems that resulted in your rights being terminated, then there is a good possibility, you may not be fit to parent another child. Without knowing the circumstances of why your rights were terminated I can't say for sure whether, from a moral perspective, you should have another child.
