Is it a legal LEASE without first, last and security deposit? Seems to me that without the last months rent you cannot get a tenant to pay at the time of their 30 day notice.. if they even give one... can anyone help? I am a new (landlord) and I am having problems.

California lease... I have had two tenants move out without 30 day notice, and not paying last months rent. Now I want to get a lease for the rental unit. Is it not standard practice to get first and last months rent plus the security deposit? Seems to be the way the law is to protect the owner.
