Is there such a fee to travel to USA from Ghana called a "Declaration to Travel" ?

No, there is not, and the cost of the passport and visa is no more than 300 for both. This and that request is one of the best known scams done internationally,
Normally you get a email or find someone on a dating site, that after a few weeks, loves you, and wants to come here.
