Ok, just want to check if it is kosher to put a wall frame over top of an old plaster wall, and then drywalling over that. This would negate any removal of the plaster and lath, saving a lot of work! Also leaves it open to move wiring around, which wouldn't be possible if I just drywalled right over the plaster without putting a frame on first. Obviously this would decrease the square footage of the room, but only minimally (2x2 studs on 3 walls and 2x4 on the others). Could this be done? Or is this just a feeble attempt at reducing demo time? Thanks for any help! :D

What you suggest is just fine. I've done it at several locations myself.

OK, sweet, now is this something that requires permits I know its different from city to city, but is this something that needs an inspector to look at? Or could one consider it "shelving" or "maintaining" the walls?

Generally, homeowners are not required to pull permits for work like that on their own home.
If it were me I wouldn't even ask them.
