I Have a Yard King model#261011X89A walk behind mower with a cracked fuel tank. Is there any way to seal? I read somewhere that Briggs and straton had an ongoing recall for certain fuel tank leaks. Is this true?

Yes briggs tanks leak at the seams ,
I would just get a new tank there only about 25 - 30 bucks
If you go to a small engine shop they might have a used one they would sale for 10-15 bucks.
