The unit is a Concord. With the air conditioning on the inside furnace fan turns on but the outside unit fan won't come on and it blows warm air in the house. If I spin the fan blade with a screw driver the fan turns on.

Try replacing the fan capacitor if that does not do the trick you will be replacing the motor itself.
