Can I level my pool 2 inches up if I drain the water down

Pool must be level before installation, no chance after install is done. Above Ground Swimming Pool Installation Guide (http://www.backyardcitypools.com/swimming-pools/AG-Basic-Pool-Installation-Guide.htm) There is no way to level a pool after the base is down, no jacking, no lifting, no sand, no nothing is going to work.
