Is this pup part of a litter that you have? How did you come by a puppy so young cookie? This puppy should only be breastfeeding from its mother. Your pup will die if not treated in the proper way. It must be fed its mother's milk. Please explain more.

Is the mother trying to care for it or has she abandoned it?

Yes, we need more details.

A 3 day old puppy needs to be nursed by its mother. If, for some reason, the mother is unable, or unwilling to nurse, then you need to get the proper formula and feed this puppy by hand.

If the puppy won't take the formula then you really need to get the pup to a vet, or watch it starve to death.

Those are the options, but more details on why the puppy isn't nursing would help us give you better answers.

Is the pup the runt of the litter by any chance?
Does it try to nurse but has trouble?
Or does it just refuse to nurse?
Have you tried bottle feeding?

If the pup refuses to nurse and won't bottle feed then your only option might be tube feeding. This is not something you should attempt to do on your own, you will need a vet or experienced breeders help in learning how it is done.
Basically you pass a tube down the pups throat straight into its stomach to feed it.
