A bird groomer will be the safest and most affordable. Only a little can be cut off at a time if it's really long, otherwise her beak may bleed.

If you do it yourself, use a rotating tool, like the ones used to trim dog's toenails. Wrap her in a towel being careful not to compress her chest. Grind off a little at a time.
