Your partner can call the police and if his Daughter is being violent or aggressive the Police have the power to arrest her for breach of the peace, or threatening behaviours, at least, and yes this is a form of domestic violence.
Have you and your partner tried talking to the Daughter does the daughter have any other place to stay or is your partners home the Daughters permanent or main home?
Could your partner go to stay with other family or friends until such time as you have applied for an injunction /restraining order to have the Daughter removed or ordered to keep the peace or similar.
You should be able to get a non molestation order that will prevent your partners Daughter from harming her Father physically, or that's what they're supposed to be for.
Re-reading your post I assume the Daughter is also living at same house, has this only recently been the case or has she been there for many years etc.
There are laws to stop or protect others from Domestic Violence, you partner will need to call the police and let the police know he wants something done to stop his Daughter, and as soon as possible. Unless you can talk to the daughter and possibly come to some form of compromise, or something.
Contact the police or citizens advice or a women's aid refuge , they'll know more.
