I live in a trailer court and kind of share part of my yard with my neighbour. Awhile ago there was a big storm that ripped the skirting of most houses, they've all since been fixed except my neighbours.. Both sides of his skirting is ruined which is giving my dogs a place to get out. We have asked him to fix it numerous times but he doesn't want to. We can't build a fence because out landlord won't let us put one up between the houses because the neighbour said no (we thought about it earlier after he sprayed weeds without telling us which resulted in my bunny dyeing and one of my dogs getting really sick) I don't want to keep my dogs chained up when I have a big yard for them to run in.. So is there anyone I could contact about this? I know it is his house but I feel that he should fix it or allow us to build a fence..

Have u explained the problem to the landlord?

Why do u need your neighbor's permission to put up fence if landlord says it's OK?

We've explained the problem to the landlord and he keeps saying that it's not his responsibility if someone doesn't want to fix their house, he only owns the land not the trailers on it. We can't put up a fence because the landlord has a rule that both parties have to agree. Since it would only leave him 2 feet wide of a space, and if his central air or something breaks it is on this side and he said that isn't enough room to fix it. He told that to us... No idea what he told the landlord though.

Can you put some kind of barrier next to where the dogs are getting out? A snow fence, or something that can be removed easily once he fixes his home?
