If my daughter has the same last name as her father but on her birth certificate in the father column it sais "none named" she technically doesn't have a father right? So do I need his permission to change her last name to mine?

She 'technically' does have a father.

Are you changing the last name because your new husband wants to adopt her? Or are you changing her name to your family name? Is the father in the picture at all?

I am changing her last name to my maiden name.

Maybe Ive missed something here but surely if the Father is not named on the Birth Certificate then your child's surname would automatically be the same as your maiden name, however no you don't need the Fathers permission if he isn't named on the B.C, or at least yopu wouldn't need his consent in this country England. You can use any name you want as long as its not for illegal purposes, or you can legally change a surname by deed poll.
