I am struggling to remember the name of a Cartoon Movie from the late 80's early 90's.

The story was about an inventor recruited by the government? To use his new special metal as armor plating for vehicles.

I remember the material didn't register when "scanned". The package was handed to a general. In it contained a transparent piece of metal. The general goes to find the inventor high in the mountains at a monastery to persuade him to lead the group of "good guys".

A special group of pilots and drivers are assembled to fight the bad guys in the newly designed vehicles with weapons and the special armor. I don't remember but it MIGHT have made the vehicles invisible? I could be making that part up.

Any help would be greatly appreciated. I have searched the net many times and can never seem to find the name of it.
