How many handles?
What do you mean ,
It won't shut off?
Do you mean that it dripped before and still drips now?

Remove, back stem all the way out to open position, reinstall. Are you sure it is compression type. The kind with washer on the end.

If it is not the compression type but the cartridge type, check position of the little black seals and springs in the body of the faucet (under the cartridge).
