What is code 16 on a honda civic dx

Code 16 = Fuel injectors.

It may mean there's a problem with the PGM-FI Main Relay. Cold solder joints frequently develop, over time. On your Civic, it's located just above the fuse box. Either try resoldering the joints on the PCB or replace the relay.
