You file and claim the child and IRS gives you this info.
How do you know someone claimed your child?

I'm not sure that the IRS will l actually provide this info. However, JudyKT is correct that you should file your taxes and claim your child (I'm assuming you're the custodial parent). Be prepared to have supporting evidence, because the IRS will investigate why two people are claiming the same child.

Yes, they will not tell you, only they will investigate
*** why does the child's father not even know he has a child, that is another entire issue that needs to be addressed

It may vary depending on the circumstances but my "family" experience was that when two people claimed the same child IRS provided the father's info to the mother so that a determination could be made concerning who paid the bulk of the expenses for that child.
It was along the lines of "So and so is claiming he paid $X in child support and other expenses. Please provide documentation of the expenses you paid."
My BIGGER concern about this question is how a third party (or second party!) was able to obtain the child's SS number in order to claim on the tax return - ?
