If I try to call my landline phone it rings once and goes to static, I can call out just fine and my DSL is working. I have checked the pole plug outside and it rings in and out, I unhooked one line and tried again and the problem is still there. I have checked to make sure all connections are good and no loose wires??

In the OP's case it should be inside. A wet or corroded connection somewhere.

To kill a couple of birds with two stones:
Plug good phone into NID. Attempt to call house via cell phone or whatever.

Problem exists: Contact phone company

Problem goes away: It's internal to the house.

In nay case, wet insect nests or wires are the likely cause. The create a parallel connection across the telco lines. It can also be corrosion on the terminals.

Buzzing when you try to make a call can mean other things.

If in the House, I would look at the ends of your line cords, and the gold pins they connect too.
If either are black, green or not gold, peplace the cord and the jack.
