What is a person with a Master Plumbers licence is working for a company as a "maintenance" worker and not hired as a plumber is asked to do work that would require a plumbing permit but the company he is working for doesn't take a permit out who would be on the hook the company he works for or the licenced plumber doing maintenance work who knows better but is not the decision maker.

Who is one the hook if there is no permit?

Usually the property owner.

Everyone can

He knows he is not to do the work without the permit

The company for doing the work without one

And the owner of the property who may have to get it all pulled out and inspected

Depends in what city the work is being done at, the property owner could be fined for not pulling a permit. If OSHA were to get involved then everyone would receive a hefty fine from the property owner to the person, or persons doing the work. Always wiser to pull a permit than to chance getting into trouble with the city, or OSHA.
