I want to know how I can take rights away from a father who has not seen his daughter for 2 and a half years,not paid support{child support is chasing him}and he has not even called for 14 months.Never married but he's on the birth certificate.

You cannot strip him of his rights simply because he is not exercising them. If he's not paying child support now, he will down the road - running won't do him any good.

As pointed out in the above referenced sticky, a parent is typically not allowed to sign over their rights unless there is another party willing to adopt, thereby accepting all legal and financial responsibility for said child.
