If you have pictures that are not jpeg files, what are the conversion programs that will take a digital image and save it as jpeg?

Try IrFanView. Its freeware.

What format is your picture file currently saved as? You may not even need to download any software if you can open it in Paint, then you can do a "Save As" and choose JPEG as the file type.
