My brother has a honda crv, he used the red master key by mistake and now his car won't start. It ticks over twice but then nothing.

Explain why you can't use a master key, I don't understand. I have a Japanese car, A Subaru and I have only one key and it always works. There has to be a mechanical problem.

My brother owns a honda 99 crv.
He started the car with his red master key, he didn't realise at the time it's not supposed to be used as it's only for key cutting and coding, but it wouldn't fire. The auto electrician has changed the distributer cap. Fuel is going through pump, plugs are dry. With the normal key he tries to start it and it turns over twice but won't start. Is there any way other than taking it to honda dealer to reset the immoblizer which we think the red key kicked in.

The dealer is your only option, if the problem is immobilizer related. I presume the car did not have a previous starting problem? Try performing the tests in the link below:

In that case, it's likely an immobilizer problem.
