Service panel is 120 two pole when I check phase to phase I don't get 240

One leg is real 120 volts to neutral, one is a dead line incoming, and your reading 120 volts from the working leg, that is passing through circuits, lights, etc. feedback so to speak.

Shut off them Main, and perform your tests, you should find one incoming leg is dead.
