If the work was recently done, the city, county, or whatever it is that requires building permits is likely to fine you. It is also possible that a certificate of occupancy can be denied, and you can be prevented from moving in. They may require that the structures be torn apart at least enough to enable the inspectors to verify that the work was done according to code.

Are the authorities aware of the fact that the place has been built without permits?

Who is responsible? Whoever did the work.

I bought this house and no one ever told me that the home has no building permits. So, who is responsible? The Realtor, The title company or the last home owner?

Are you being given trouble by the authorities? If not, I suggest that you "let sleeping dogs lie".

As I said, the builder is the one responsible.

The Realtor? No, unless the realtor was actually aware of the lack of permits

The title company? No. If you look at your policy, you will find that title insurance doesn't cover un-recorded issues of this nature.

The last home owner? Only if that person was an owner-builder.

How old is your house? This would dictate the permits answer.
