Hi I am H1B visa holder, I stayed in California the entire year 2009. Do I consider a resident for tax purposes for both California and Federal?

Yes, for federal you will file resident return. Your U.S. Tax Return: The U.S. Visas (http://taxipay.blogspot.com/2008/08/us-visas.html)

For state, you are resident if you live in the state; you may be full year resident or part year resident.
