If a diabled person moves out of an apartment, can they be charged for replacment of flooring due to their disabilities?

Depends on how the damage was done. It may be a course of normal wear and tear. How long did they live there? And what damages did occur?

She lived there 8 years. She was in a wheelchair. They claim there were small gashes in the vinyl flooring in the bathrooms. Our guess is she may have dropped things. She passed away and we have cleared out her apartment.

If she had lived there for 8 years and the floor wasn't new when she moved it then it is beyond the lifetime of the floor. You can't charge a tennent for that. In some places you can't charge much after 5 years unless there is overt damage. It sounds like you got your monies worth out of that floor.
