I never even moved in and notified landlord within 2 hours after giving 300 cash. Don't they have to return my money?

No, why would you think they would have to? It is not there fault you changed your mind, and if you had not wanted to live there you should not have rented it.
But you at a min have to give a week notice once you have rented, and thus the first and last week rent.
If he rents it before the end of the second week, then he will have to give you money back, since he can not be paid twice on same rental.

This was my family member who has had multiple personal issues in the past year (including the death of both parents, loss of job, marital problems, etc) and the landlord was aware of this but still took the money. Certainly the personal issues are not the fault of the landlord but yet they did know this so there is the moral issue and also the fact that they have already rented it to someone else. This just transpired on Sat, 2/13 so if they let someone else move in then what you're saying is they cannot collect double rent. Right? Notice was given the same day as unit was rented.

If the LL was able to rerent the property without missing any income then you should get your deposit back since the LL suffered no loss.

And moral issues have nothing to do with laws, there is what is "right" to do, and then there is what you are required to do by law.
If there was no loss, and it was already rented, then yes they are have to give the money back
