I don't think there is a single strategy that is applicable to all situations, particularly for hangs. For a system I was not familiar with, such as a walk-in customer's, the most quick and most thorough way to eradicate any viruses and also provide a solid known foundation for troubleshooting is to erase the hard drive and reinstall the operating system and applications. For a system I was familiar with, I would first disinfect using Malwarebytes Anti-malware and Trend Micro's online scanner and then look for evidence of continued infection and decide whether to invest the time in running additional scanners or instead wipe the drive and reinstall the operating system. The system should be clean of malware before investigating other issues. To troubleshoot hangs, I begin by verifying the hard drive, memory, and power supply with their respective diagnostic tools or software outside of the operating system (via standalone boot floppy or CD). If I can't find fault in the physical hardware, then I look for software causes - video and audio drivers, damaged application, etc. The nature of the hang itself, where and when it occurs, will dictate possible culprits.
