Considering I know the rate of reaction of atmospheric CO2 with NaOH,can I find the rate of pure CO2 reaction with NaOH based on ratio CO2 of concentration in air,both reactions are under similar conditions.

Sure, if you know the rate constant, the order of the reaction (and the respective order of reaction with respect to each reagent), and the respective concentrations of the reagents, you only need to find the concentration of pure carbon dioxide and then use the rate constant, the new concentration of carbon dioxide and the concentration of sodium hydroxide to find the new rate.
