A PROPOSAL about a person? My undergraduate degree is in English and I've never heard of writing a PROPOSAL about a person .

It is for a public speaking class

A proposal? I still don't understand. What are you looking for?

Biographical material? Something else.

For lack of a better explanation a proposal is written in response to a request for a bid.?

Hi, trishyork46!

Perhaps you might be looking to write a profile of Helen Keller?

Thanks!

I already got it, it's a proposal to write a speech topic. Sorry I should have explained. I had to send in a proposal on my topic so if someone else chose that topic it was kind of like a bid on it, you see? If my idea about the subject was more interesting than their idea, I would get the subject to write about. So an unofficial proposal.

Now I've got it! Never heard that phrase used in that manner before (obviously).

What are you going to write about/speak about? Good topic with lots of avenues.
