Just picked this thing up from a guy on craigs list and when I used it only one wheel will turn is this normal or do I have a problem. Kind of strange that it has chains on boath tires and only one drives it

Hi,
There is a pin (klik pin) on each wheel to hold it to the axle. These or taken out and the wheel/tire to make it freewheel. I cannot say for sure, but Troybilt uses these on their Pony tillers and you move the wheel inward and put it back in the freewheel but the manual shows E-clips inside and out on yours.

Cricby thanks. I did find the manual this morning on the internet and see that pin. I set it in the other hole and I was good to go.
