If you are on probation and get arrested and go to jail can your p.o. release if they want to or do you have to go to court and be charged

The PO may not charge you with a violation of probation, and the PO may not put an additional hold on you.
But if you were arreested on new charges, the PO has nothing to do with new charges, and you will have to make bail, or be released by the judge.

If one (and only the "court" can decide) violates the conditions of one's probation, only the court can mandate a sentence. A P.O. can only make a recommendation. One's P.O. only initiates the warrant.

This sounds like a new charge. The new charge has nothing to do with you being on probation. The PO will more than likely violate your existing probation since you were arrested on new charges. But a violation of probation hearing will have to be held for you to have problems with your existing probation.
And no, the PO can't and won't release you from jail as they do not have any authority to do so.
