Hi,
I am a L1-B visa holder. I worked in the US for 3.5 months from Jul 15 2009 to Nov 1 2009 on a short term assignment. Since then I have been working in India.

I have received the W2 form from my employer for my earnings for the above mentioned period.

I have the following questions with regard to filing returns
1. Can I e-file my return?
2. Is there any special form I need to fill?
3. Since I was in US for a short term assignment will IRS refund the entire amount withheld as TAX?

You will file nonresident tax return For 1040NR or 1040NR-EZ. It can not be efiled.

You may be able to deduct your ordinary and necessary travel expenses while you are temporarily performing personal services in the United States. You cannot deduct travel expenses for other members of your family or party. (Chapter 5, Pub 519. Itemized Deductions; Nonresident Alien - Travel Expenses). Travel expenses include transportation, lodging and meals. Use Form 2106 or 2106-EZ to figure your allowable expenses that you claim on line 9 of Schedule A (Form 1040NR).
