Periodadically a strong odor of fish is in my home and last for less than a minute,what would or could cause this to happen?

Some electrical insulation materials, such as Bakelite, I found, can emit a fishy odor, when there is a problem, such as a loose connection or a short circuit. The heat being created at that poor connection is breaking down that insulating material and causing the odor.
When we do troubleshooting of an electrical problem, this shows we need to use all of our senses.

So, I suspect you need a thorough inspection of your electrical system to find the cause of the odor, as the heat can develop into something much worse.
