I have 3yrs supervised probation and my husband just got orders to korea for a year then we will be stationed over seas so by the time we get ready to move I will still have a year and a hald to two years left and I need to know if it can be transferred to where we are stationed

In a word, NO.

The Interstate Compact is an agreement between the states wherein they'll exchange supervisory duties over other states prisoners. Foreign countries are not party to it for lots of reasons, not the least of which is that the legal systems are entirely different. You're required to obey all American laws. How could a Korean PO supervise that? Do you even speak Korean?
