There is a cold air duct upstairs in the living room where cold air comes from. It never get warm it just cold air. Downstair in the basement the area below there is a gap between the ceiling and the wall and there is cold air coming from this also . My question is should there even be such a gap . You can see where someone cut into this area.

There seems to be only 2 cold air ducts on the second floor should they be blowing out cold air

Post some pictures of what you have since it is very hard to tell by your description. The number of ducts and the heating requirements can only be calculated by doing a manual J the doing a manual D for duct size and placement.
