I remember seeing this on Nickelodeon in the 80's or early 90s. It was a full length movie and all the characters were cats. It wasn't high budget animation. The main character was a black cat who was male. I think he was poor. There was, of course, a female interest and I seem to remember her being white. I'm pretty sure he had to rescue her at some point.
There is a point in the film where there are 4 kittens hanging from a tree by their tales and knocking back and forth like the perpetual motion ball toy. At another point in the movie, the black cat is called "Philadelphia Philly" and he can use his tale as a whip.
It's possible that it wasn't an American movie and that it was dubbed. I can't remember much about the plot.
THis movie is not Oliver and Company, Felix the Cat, Cat's Don't Dance, or Gay Purree.
It's possible it's the movie The Cats, but I can't find any information about that movie. If someone could direct me to a page about the plot or with a movie poster, it would help.
