Maytag Neptune (gas) Dryer

Model # MDG4000BWW Ser # 31626931YU

This dryer is not producing any heat. Ohmed out the thermal fuse 0 ohms. If that's not what it is supposed to be please let me know.

Can't find any free info on what the initial thermostat readings should be.
Cycling Thermostat
High Limit Thermostat

Does the igniter stick only spark when the gas open coil engages or should it spark regardless?

Vents are all clear.

Any help would be appreciated

Not sure about dryers, if but if it has an ignition system like what Im used to seeing, a ingiter module powers the spark probes at the same time the gas valve will engergize, a flame is created and that flame sends a miliamp reading back to the ingiter module to cease the spark as its no longer needed.

If you are seeing a spark, I would check for voltage on the gas valve, if you have voltage on the gas valve but no gas is coming out, then either the gas valve is faulty, or the gas valve isn't getting any gas, or not getting the proper pressure.
If you do not have voltage, then we must find out why. But we can start with that as it is a simple test.

On some of our ovens, the flame will ignite, but go back out, this is normally due to dirty or corroded flame sensor probes.

Like I said, none of this may apply to your dryer, it could be set up completley different, I just gave an example of a typical ingition system, if yours seems similar, then this should give you some starting points.

In answer to your question, I can't see any reason why the spark inginter should continue to spark if the gas valve isn't engergized.
