I am being harrass by my neighbour she is always watches me and shouts at me when ever I am in the garden. I am registered diasabled and sometimes I have to park as close to my house as possible for 30 minutes to unload the shopping and she makes threats to me. She has been contacting the council and makes false statements to make me look bad and I feel she is trying to bullying me into leaving at this rate I will move. I have done nothing to her in fact I have help her out on a number of occasions and her girls when she was away had parties all night long with swearing and loud music and I have never complain. Please can some one tell me what I can do? As this is making my health even worse! And I have enough to cope with.

If you have been "nice" to her as you said you have been, why haven't you spoken to her and asked her exactly what her problem is?

So she makes fun of you and reports untrue things, what does it matter,
If the things she reports is untrue , then nothing will happen about it,
Have you spoken to the management as to this ?
Not sure where you live, if this is the US, and this is some form of Government housing, harassment for a disability is a issue

Why don't you invite her over as a new year gesture and offer her a drink, cake whatever. While she's at your house you can explain that you hope you're not annoying her by parking close to your house but that you have a disability and you need to unload your groceries. Bake her some cookies, wrap them up and give then to her as a new year's present. Let her know that you want to be a good neighbor, and that if she has any problems, she can always talk to you about them.
In the future if she continues to harass you, smile each time she shouts and then go home and write it down. Record any false statements she makes against you. Write her a letter and let her know that if she continues to harass you you will report her to the authorities - and then do it, with your written record of all her misdemeanors.
