There are 4 people on this title one person has left and in a letter she stated if we want the property we can have it but we don't know if she would sighn anything to that effect but we do have the letter

I don't know about other States but in NY this is not sufficient to change the title UNLESS you get a Court Order which allows the change without that person's signature.
