I have old counter tops that are stain can I paint over them and if so what kind of paint

A quick and relatively easy fix to get by a few years is self adhesive backed tiles.they cut with a utility knife to fit and press in place. Find at home center, wal-martetc. Grt creative

Sorry, but those are not meant for preparing food on. If you do that, consider that point.
Everyone that I know who has tried the "paint" with special paint option has had terrible problems with that too. Getting creative also means you should consider what you are using for health purposes AND other issues.
BUT, if the stains are in a place were can place a very nice chopping block board, that can be done and there are methods to make it look as though it was install like that purposely.
Otherwise, consider new countertops (big box stores have them considerably inexpesive). If you are not good with tools, or uncomfortable about installing them, then find someone who has actual experience in doing so.

27201I would tile over them. Sand the laminate with coarse sandpaper. Wipe clean with mineral spirits. Prime with oil-based kilz-it. Let cure and apply thinset and tiles. Do a lot of measuring and a dry lay out of the tiles first. I used smaller tiles in a 12x12 and some larger ones in between to make a pattern. Used bullnose tiles along the edges

What material is your old counter top? Whatever you do paint will not last as long as laminate or tile.
