I stepped first time in US on Jul 05 2009 on Work Visa L1 B. 
I have heard that if I am in US for less than 183 days in 3 years then I will get my whole tax amount back.
I checked the substantial presence test and according to that I don't qualify as Resident Alian. 
Will I get all the income tax deducted When I am filing the IT returns.
What is the procedures I have to follow to get my IT returns fully.

We also need to know the source of your salary.

If you are being paid from your home country, then your income MAY be tax-exempt.

If the salary is from a U.S. source, then it will be subject to U.S. taxes regardless of the length of your stay.
