Hello h:

I suppose it depends on what size boat you're talking about, and whether a captains license is required. If this is simply a pleasure boat, no license is required to be its captain.

A felon isn't allowed to possess a firearm in the United States. His guests, or passengers aren't under the same restrictions. Therefore, THEIR guns in THEIR possession on the boat wouldn't effect the felon captain.

That doesn't mean, of course, that the cops share my opinion. I'm sure that if they find guns aboard, they'll TRY to make a case against the captain. He shouldn't say anything, should that happen, and he should hire a good lawyer immediately.

Many boats are not registered in the US but do so from other countries, so they will not fall under license laws of the US. We had many boat captians in Federal Prison who was going back to work ( they smuggle drugs) as soon as they got out.
